Telengana and NaMo Effect
[color-box color=green]A mother cries when her baby is delivered! Is it because of seething pain when a part of herself is cut separate or is it out of sheer joy at pouring life to a new being? This eternal conundrum of Mother Nature resurfaces today as the 29th State of Telengana is born out of the largest South Indian State of Andhra Pradesh.[/color-box]
A lot of hue and cry is raised when a Caesarian operation is performed to deliver a baby. Such was the case with this new piece of administrative reforms carried out in a most imperfect manner by midwives of UPA led coalition government . What luckily has happened is that an otherwise still-born child was resuscitated successfully by procedures never heard of before both by the Constitution and the Legislatures.
Prime Minister Modi has a baby thrust on his hands with the mother grieving at separation of the baby from her self and from her care . He has gone on record saying as much(‘that a mother, Andhra Pradesh cried when a child T-state was born’) !
Having summed up the state of the State which has been carved out of mischievous intent by crafty rulers riding on the subdued tide of resentment voiced by segments of a society, it becomes important for good governance by NaMo to recognise the injustice meted out to the otherwise united ,happy citizens residing in that region of the Nation. All of them speak Telugu , read Telugu and write in Telugu ,a common language which prompted Sardar Vallabhai Patel to bifurcate then composite State of Madras into Andhra Pradesh and Tamilnadu . Sadly, post-development and unprecedented rise in stock of the 42-Members of a Parliament being returned by the second largest State in terms of powerful support for government formation at the central government level, a villainous conspiracy was hatched to doctor an artificial revolution of sorts where leaders are alive and breathing to don mantles of power whilst anonymous, innocent few were sacrificed in name of the new avatar of the long drawn ‘struggle’ . Or so, history will say after traversing the record of events and deeds ( or misdeeds ) by powerful mongers of position .
Be that as it may, NaMo government has apparently blundered in thievery first baby step of letting the Incumbent -Governor of composite Andhra Pradesh State assume office also as the Governor of Telengana – State . He who was apparently ,aiding and abetting the UPA government which was led ( misled) by P.C. into arbitrarily declaring for and on behalf of a cabinet which wasn’t taken into confidence before such a summary announcement by then Home minister ,PC. Both hail from Tamilnadu State which ,post -division of A.P. assumes significance as the largest State in South India .
Many are the facets of life after creation of the T-state . Governance certainly us not every man’s cup of tea . Working hard and intelligently ,much lesser a trait of many others. Telengana State, nevertheless, has come to life.
What are the challenges for NaMo government, hereafter as a direct result of this act of connivance ,to which he was not a direct party is the question. Gorkhaland demand is a hot subject but the eve more contentious issue would be to address the Uttar Pradesh State Assembly resolution passed by predecessor government of Mayawati to bifurcate U.P. into smaller States even as the incumbent Akhilesh Yadav is poised to bow out of office following much hue and cry over the gruesome killings of a multitude of gender -crimes being committed. How is the NaMo government going to handle the much bandied question of ‘dividing the States into even smaller States for sake of administrative convenience ‘ is to be seen. This holds the key to internal stability. A point as vital to be noted as peace from across the borders.
[color-box color=gray]Telengana State in particular requires the ushering in of an uniform civil code. It is the region where naxalism reared it’s ugly head for decades. Ability of the new chief minister to govern is a foregone conclusion but what attains importance is whether mr.Modi will continue to commit ‘blunders’ of retaining incumbent Governor of Reserve Bank of india in the same way as he has by retaining the ‘architect-governor’ who successfully helped in division of A.P. into Telengana and A.P. States. The question of a ‘ change ‘ does NOT arise when the lot of governors, administrators and coterie remains the same.[/color-box]
Hard facts need to be faced : to break free from the mould of the previous regime is a prime requisite to truly bring in real change in style of policy formulation, poverty alleviation and people governance .
